Financial Position

The investment in our community's children is made through the levying of property taxes.  The information below illustrates the mill levies of surrounding districts to USD 447 in Southeast Kansas.  These districts represented are in the same counties as USD 447, adjoin those counties, or are in the Tri-Valley League.

"Total Mills" represents all property taxes collected by a school district.  This includes the state mill levy (20 mills) to support the General Fund for school operations, the Local Option Budget, Capital Outlay, and Bond and Interest.  We have also provided the Bond and Interest amount broken out in a separate column.  


It is noteworthy that USD 447 has been a good steward of taxpayer dollars over the years, with USD 447 taxpayers paying considerably less in property taxes than those living in other districts.  Currently, USD 447's total mill rate represents the lowest level of investment in students of any of the 34 counties represented in this comparison.

Facilities Assessment

A team of engineers conducted walk-through evaluations of the three schools.  They also reviewed other mechanical reports or inspection records the district had on record.  These stoplight reports give an overall picture of building condition.  Green indicates the area is in good shape and will likely not need attention within the next ten years or longer.  Yellow indicates a need that will likely need to be addressed within the next 5 to 10 years.  Red indicates an immediate need.  Due to the difference between the Lincoln Central original building and the 1999 addition, this building is represented by two separate reports on each of those distinct portions of the school.  This information was used by the Community Vision Group to assist in determining the needs of the district

Community Vision Committee Minutes

We are utilizing a 6-Stage process to plan for our facility needs as we prepare to bring a bond referendum before voters.  In stages 1 through 3, the Community Vision Group is working to become well-informed on the needs of the district and the pro's and con's of options available as solutions.  At the conclusion of Stage 3, the board will receive the recommendation of the Community Vision Group.  In stage 4, larger community input will be sought as we further refine these ideas prior to taking bond referendum forward.  Once a solution as been put on the ballot, voter education regarding the ballot question will take place.


Our proposed timeline for completing stages 1 through 3 is below.  The community at-large group and meetings will be form late April.  Meetings and an open invitation to participate will be advertised here, on Facebook, and through all other communication channels available to the district.

Committee Members

Role of the Community Vision Committee:

Each community member will become educated about the characteristics of the school district and respond to district needs and conditions through the lens of the educator, taxpayer, parent and business man. This group will be an example cross-section of the community at-large and make recommendations to the BoE regarding community expectations of the education environment of the district.
